The mayor of Water 7 and president of the Galley-La shipbuilding company. A former apprentice of Tom alongside Franky. He inherited the blueprints for the ancient weapon Pluton from Tom, and kept them secret for years. CP9 infiltrated his company for five years trying to steal those blueprints.
